The point is to reduce the amount of ink that accumulates on the very tip of the bristles. You can also achieve it buy damping the brush slightly with a cloth or a paper towel.

haven't seen anyone talked about this. recently my pocket brush also run out of ink, and it became far, far easier to achieve fine line. totally different experience.
