Different regions have different standards, so it's difficult to giva a catch-all answer here. Use the jigger that feels and looks best to you :)

Really no need for soda water when adding crushed ice. IIRC, soda water was used (in small amounts) so it would easily dissolve the added sugar and basically create simple syrup. But if you enjoy the liquid you have in your glass, then you did it right!
