It's not as great of a chance to get them from those boxes as it is from the black boxes in the DZ, but you do still have a small chance of getting them from there. Good Luck out there Agents!
I think expertise leveling should be tied to character leveling. For example, every 2 levels your shd watch goes up, you get one expertise level. If ubisoft and massive did that, more people would play the game than what there is currently.
This is the exact conversation I had with a buddy just the other night. Only time I can play with him these days is if I fire up Destiny 2 because he has completely left Division 2 for that very reason. He just didn't want to do the expertise grind so he doesn't play because he would be at a big disadvantage (he mostly did DZ PVP stuff) so now he's just waiting for something like you mentioned to happen, or for Heartland or division 3 to come out. Expertise has definitely ran some people off, and I agree more people would be willing to come back and play it if that grind wasn't there.
I'm not sure what your actual expertise level is at, but you can't level your gear, or guns past what it is. So if your actual expertise level is at 5 then you can only level your guns, and gear to that level.

Why do all my gear and weapons stop at expertise 5
I'm not sure what your actual expertise level is at, but you can't level your gear, or guns past what it is. So if your actual expertise level is at 5 then you can only level your guns, and gear to that level.
