I believe new Galor class ships coming off the line got the upgrades, but the way the Dominion throws ships at a problem I have doubts they wouldn't waste time upgrading older models and wasting resources.
I actually doubt that the Dominion would assist upgrading the Cardassian vessels. The last thing the Dominion would want is for their powerful gamma quadrant tech....especially weapons, being given to any of their "servant races". Those servant races could turn and use those weapons against them in a revolt. I suspect the Dominion helped with getting the Cardassian economy back on it's feet after the Klingon invasion and rebuilding its ship building infrastructures etc etc. I also believe that the Founders have no trust whatsoever with the Cardassian "Solids". The Cardassians were simply a means to an end. To get a foothold in the Alpha quadrant. It would actually make more sense for the Dominion to keep the Cardassian military at it's current level of tech and use them as cannon fodder or as an "occupation" force while the Jem Hadar do the main fighting and capturing territory.
Well we know the use the Cardassians ships as Canon father that was stated in the series later on. But as far as I'm not upgrading ships that's not canon at all. Just think about the breen energy weapon. It was given to the Cardassians also. Take in consideration it's a 3 on 1 fight. Cuz after the Klingon vs Cardassion War the military was basically gone. And we did see the monarch shipyards building brand new ships. But you could be right 👍

I don't think movies adhere to any specs, it is just what they need for the visuals, rule of cool essentially.
