I don't know a ton about the game either, but before every run, Jules needs to do a series of tricks on his save file to make sure he has all the moves since the start (someone else would have to explain better than me what he does exactly, but he basically plays a round of that Grunty's trivia game at the end and does some stuff that makes it so he can have all the moveset early). So, I'm guessing that is what's happening here.

There's an exploit that allows you to bring over progress from one file over to a fresh one. So at the beginning of the run, Jule's already has all of the moves unlocked.
Not sure of the specifics myself, but that should be a good enough summary of what's up.
