Here's a quick fact: Yoshinori Ono, a producer for Street Fighter, was a Power Rangers fan. So Capcom requested for Ryu and Chun-Li to be included as crossover DLC in Power Ranger outfits. They liked the sound of that so they went ahead with the idea.
