I got a same farm as his, mine is much more easier. 19 stairs on both sides. Create a wall covering them. Then you can put 8 steel mills and 8 smelters on each side. You can easily build more layers.
this is actually very effective but cost alot due to industrial smelter they cost around 30m per smelter so you can put 4 iron totem and 1 coal(lv5 action speed) to 1 smelter and split it into 4 steelmill or 2 if u like it simpler

So theoretically we should do 1 smelter to 6 steel mill however that is impossible as it's not a power of 2 so we can't divide with randomizers that's why 1 to 4 is the best. And also because of the game's bad RNG.

I tested for one hour each with 20 smelters, 1/2 coal totem per smelter (conveyor on opposite side falling into the void), 2 iron totems per smelter, and 1 coal totem for 2 steel mills (randomizer)

Theres a more efficient way as you can put randomizers which splits the iron into 4 steel mills
Usually, though “efficent” utilizing the conveyor filter works as well, and EVENLY spreads, though it is expensive.
