It seems that this tournament has 2 days. When you knock-out someone on day 1 you get no boundies. Only day 2 provides boundies.
The fact that a big percentage of the players do not give bounties, means that the bounty prize pool is given to less players and enables to create this format.
Why they add randomness to the bounty structure? To make the game less predictable/more dynamic, since some players may chase bounties with marginal hands.

Hey Pav what's the logic behind getting villian to fold AJ A10 at 2:48 with A3dd? Doesn't that go against poker theory if you're betting to get villian to fold worse holdings?

No, getting opponent to fold worse is ok on the flop and turn when they still have equity. If they have 20 percent equity lets say, if it goes check check they have EV of 20% of pot to realize to the river. However, if you bet and they fold, they lose their percentage of pot EV and thus the play is +EV compared to the other scenario.
