    In this video:
While there is no single correct way to walk, most of us have a gait where we swing each arm forward when its opposing leg moves forward; likewise, as with the length of the stride, which is generally the same for both legs, the distance of the arm swing is usually about the same for both the left and right arms. While exactly why humans do this hasn’t yet been definitively proven (with the most popular theory being that, while not essential, it’s mostly about improving balance and decreasing angular momentum of the body), the fact remains that this is how the vast majority of humans all over the world walk… But not so with Vladimir Putin, President of the Russian Federation.

0:29 Every four legged animal does this and it's basically the exact same step order still, even when humans just walk on two legs. When running, this transforms into the same step order as a trot. In other words, humans naturally walk as if they'd walk on both legs and arms, just with the body upright and the arms not touching the ground. So it's a legacy of instinct that has survived ages of evolution.
3:22 Well, _his_ KGB days haven't ended yet, I presume...

Well he is a known ex-KGB agent, so my guess is he was either trained, or lived by his gun, wich is why his shooting arm never moves far from his hip.

I know lots of people who walk like this or similar ways. They carried pistols as side arms be it in war or civil times it's all the same. And years later without even carrying weapons anymore the movement imbeded into the mind.
I personally also had to learn to walk slowly and still to this day struggle with it, soon as I move, I make fast movements, ever since when I was a kid and young adult I was always in a hurry to school or jobs due to penalties etc, later when I retired, I just couldn't slow down. Often people tell me I look like I am charging an attack at someone and fear me even tho I just moved from A to B with a causal intend.
Also for people who don't know, it isn't healthy to walk fast all the time, body needs moderate movements the extremes and strains being a short burst only.

What comes to mind for me is that "hit" song from the 90's by Genesis; "I CAN'T DANCE" song just popped into my head while watching this video! Lyrics...
Hot sun beating down Burning my feet just walking around.
Hot sun making me sweat 'Gators getting close, hasn't got me yet.
I can't dance, I can't talk. The only thing about me is the way I walk.
    I can't dance, I can't sing I'm just standing here selling everything.
Blue jeans sitting on the beach, Her dog's talking to me, but she's out of reach.
She's got a body under that shirt, But all she wants to do is rub my face in the dirt.
Cause, I can't dance, I can't talk. The only thing about me is the way I walk.
    No, I can't dance, I can't sing I'm just standing here selling.
And checking everything is in place, You never know who's looking on.
Young punk spilling beer on my shoes, Fat guy's talking to me trying to steal my blues.
Thick smoke, see her smiling through. I never thought so much could happen just shooting pool.
But I can't dance, I can't talk. The only thing about me is the way I walk.
I can't dance, I can't sing I'm just standing here selling And checking everything is in place.
You never know who's looking on.
A perfect body with a perfect face.
These lyrics if you read between the lines ("just standing here selling and checking everything's in place," " you never know who's looking on" the hypervigilance of an agent!) and imagine it's really about secret service/agents, following their training, speaking in code!!! Funny it just "hit" me that way!!! 😎🚶🎶🤫🕴️👣💩-tin!!! 🤣

The answer might be a bit more boring than what is speculated here.
The archbishop of Finland used physical force to stop Mr. Putin and broke Putin's clavicle.
When Putin was the vice-mayor of St. Petersburg, Russia, in early 90s he visited Turku, Finland regularly. (The cities are twinned.)
He became good friends with his Finnish counterparts and during one trip in 1994 the hosts and the visiting delegation agreed to play a match of soccer. (Indeed, Putin prefers ice-hockey and has later played that often with other world leaders.)
However, during the match Putin was tackled by John Vikström (who later became the archbishop of Finland) so badly that Putin's clavicle got fractured. The medical operation back in Russia did not succeed perfectly, and since that Putin has not been able to use his arm very well.

"Why no video of Putin actually walking you ask? Unfortunately, it's a copyright issue. If we used footage, then we risk getting the video flagged and getting a copyright strike. Three of those strikes and the channel goes away... So I hope you can understand our desire to play it pretty safe with this stuff. Indeed copyright is often the reason we won't show something that seems like it should super-obviously be included... " (pinned comment)

When one arm swings correctly and the other doesn't, it's associated with diminished mental capacity. It's also a sign of oncoming dementia. If you notice that this is the case with how you walk, make a concerted effort to swing BOTH arms evenly. You can re-teach your brain what you learned as a toddler and make your brain healthier. This is based on studies, btw, not my opinion.

Its been years since I've worn a holster there, and I still walk exactly like that, very similarly to Putin himself. No KGB training (as far as I know ._.), just learned not to smack a holster. Agreed. It just makes sense. I have noticed that I have a tendancy to not swing my left arm. I attribute that to my own equestrian training. The body and left arm remains straight and still while neck reigning with the right arm. This has become such a habit that even when I'm not riding .. I often maintain that riding posture. It becomes 2nd nature.

It's simple actually. But someone that doesn't carry a firearm or gone through firearms training wouldn't recognize this habit. Its used to quickly and effectively draw your sidearm, while also quickly being able to react to an assailant grabbing it and offering maximum protection. It has nothing to do with a disease.

That, and word around is he has an old back injury, which is why his sitting posture tends to be asymmetrical too. I've seen video where he limps slightly, as one does when holding the back stiff to minimize pain. In combination with his early training, this could serve to exaggerate his gait.
Nothing wrong with his brain, tho. Per everything I've seen, the guy is super-sharp.

I told my husband (who used to work as a translator for finno-ugric languages found in the former USSR) - "I bet that guy used to be in the KGB. He sweeps the room with his eyes as if he were the bodyguard, not the guy being guarded." I had no clue at the time who Putin was or what he did, but that gait and the way he scans a room are pretty telling.

Yeah a lot of people who carry tend to adopt a lotta subconscious behaviors like this. It's actually a big part of some police and secret service training to recognize those behaviors to pick out who may possibly be a concealed weapon threat.
Can be pretty good to actively train yourself to avoid doing them if you CC often, so you're not quite so obvious to people with the awareness to look out for it. Even some non-trained people can just subconsciously pick up that you're walking threatingly and just feel more uncomfortable around you.

Sometimes the explanation is simpler than people make it out to be. I have the same abnormality with my left arm. It is the result of having my collarbone broken as a toddler. I have fully healed and have full use of it, but simply put, my left arm does not hang the same way as my right. It is not visible when I am clothed, but when I take my shirt off, you can see that my elbow does not flare out from my body like my right arm does. The elbow tucks in to my side, and does not swing the same as my right arm. I don't know what Putin's story is, but mine is much simpler than guns or disease.
