Doesn't this imply that not everyone is Christ's sheep?

There is a harsh reality that we turn from God and we need Jesus to restore our relationship with the Father. It is God's will for everyone to have a relationship with every human being but some choose not to accept the invitation...
and God knows who will turn to him amd who will turn away.
