That would be Kamen rider Zein the main ANTAGONIST of Kamen rider outsiders he is basically the opposite of ark however the protagonist of the show are fearing that he will come to the same conclusion as ark humanity’s extermination I will not say anything else but episode 6 just came out so I would recommend you watch it and yes that was a progress key

Kamen rider zein is from Kamen rider outsiders. He is an attempt at creating a rider with powers of other riders. His powers are based on zero one and his driver can harvest duplicates of decades cards to unleash the finishers of various riders. However his seems imperfect as his consumes the cards making them one time use.
