RULES:
The rules are the same as regular plunder chess, except for these changes. For a refresher of those rules, check out this video. During your turn, instead of moving a piece you may choose to vest-shift. Vest shifting allows you to either, move a vest from one of your pieces to any other one of your pieces; giving the vest to a piece without one, or swapping a piece already with a vest. After vest-shifting, your turn ends and the next player goes. When playing with vest-shifting, there is no longer the requirement for a plundered vest to benefit a piece, for example, pawns can plunder other pawns.

I read the official rules (on the PlunderChess website) and it says that the 0:33 rule still applies and the vest still must benefit a piece. You can swap between two beneficial vests to make a beneficial and non-beneficial vest, but the latter must be discarded immediately.
