the problem with saitama is that his power is unpredictable.
His power level is always if not going to be higher than his opponents.
This is actually demonstrated with cosmic Garou when he gets toe to toe with Saitama.

I have to point out that while Saitama's strength had a startpoint against his fight against Garou before scaling seemingly infinitely, Saitama's durabity has always been higher. If we read his fight with Garou (the highest tier fight in the series thus far), we can notice that Saitama still took NO DAMAGE from all of Garou's attacks. Which means that we can't equally scale Saitama's durability with his Power Output as he might as well be invincible.
He was also fighting with only 1 hand while holding something 😂

I've covered the actual conversation between saitama Tario and garou. The context of that conversation was talking about damage@@GuyLogen he literally allows garou to strike him in the face in front of tario to show him that he couldn't hurt him. And after getting struck in the face in front of tario saitama literally said see he can't scratch me. By saitama doing that saitama made it very clear that the conversation was about being hurt. And if you sit here and deny that blatantly obvious context. Then at this point you might as well scream at the top of your lungs that you are biased and purposely ignoring what the conversation was about.
Fast forward when saitama got a taste of his own medicine from Garou going into saitama Mode. Saitama literally says aww man and I made a big deal about telling that kid I wouldn't get a scratch on me.

Ive read solo leveling twice, sht was so good I was reading it at work whenever there was a dead minute, itll be fun to hear the matchup even knowing where it goes. It wouldbe interesting to see some of the S rank hunters or big characters versusthe S rank heroes tho, even if opm-verse is quite a bit over solo leveling overall
Tatsumaki could probably keep up with Sung Jin Woo during his first fight with the dragon monarch, considering both had planetary destructive feats. I'm just not sure if Tatsu has enough AoE damage for millions of undying soldiers
I think that both of them have high planetary levels of AP (maybe a bit lower for tats) but she still has a massive speed advantage over him so if she can kill him before he regenerates, then she would win.

Massive fan of both series and I personally think if both just purely wanted to stand their ground and fight to the death Saitama wins no doubt but if it is a long term battle with no restrictions to location Sung Jin Woo can easily not loss but staying out of his way

Nope nope. You were right until. The Supreme being created those limited use artifacts. The rulers were the ones that had to rely on them because they didn't possess the abilities or powers the Supreme being had. He ligit created everything we know and love in solo leveling. He just couldn't use his powers for combat which is why he died to the rulers. And even then it took all the rulers to kill him except Ashbourne who was the strongest and again it took the rulers ganging up on ashbourne to beat him.
Also spin offs of solo leveling are still ongoing so for a more feats on sun reading those would be good.

Also Sung jin woo in Solo leveling ragnarok has achived true immortally and is fighting these beings called the "outer gods" that can basically eat planets or something
Crazy lowball given that the outer gods (same race as the supreme being) predated the concepts of space and time. They also created their own infinite space-time continuums (universes). While jinwoo is both relative and true becomes true death (type 5 immortality). Let's not forget that even someone like beru was able to traverse the universe in Ragnarok. Which is infinite in size, It's a hard stomp in Jinwoo's favour.
The monarchs being planetary is a comedic lowball. The earth was enhanced by the fragments of light. In the LN (not Ragnarok) sung jinwoo is able to manipulate his infinite shadow realm (each monarch have their own realm). This alone would put him at high uni, given that he's able to freely 'affect' and 'manipulate' said realm.
Saitama's fight with garou was in the galaxy-multi galaxy ranges. He was at full power, not increasing his reserves, but his maximum output. Which scales him to around multi-galaxy. At best, you can argue uni+ with the help of Garou. But it's pretty clear that saitama gets folded instantly

It's explicitly stated that the monarchs had "more than enough power" to destroy the Absolute Being because they were created to fight, yet a portion of the Absolute Being's power created the Cup of Reincarnation, which is able to directly go against the flow of time. And yet the monarchs and rulers are not capable of going against the flow of time, they can only retain their memories from when it happens. It's almost like power to manipulate the universe and fighting power aren't always the same thing.
And Earth was attacked and hit with massive battles many times before it was fully reinforced with mana. That was the world on fire that Jin Woo saw, the future that had already happened before the Cup was used. Even without mana, the Earth wasn't completely obliterated. It was "ravaged", and humanity was wiped out.

ONE wrote in Volume 2 of OPM that Saitama "obtained invincible power and such strength he can defeat any opponent, however strong, with one punch". The author here tells you that Saitama's power is always a one-shot level higher than any amount of strength and that power of his is invincible, meaning impossible to overcome. And this isn't true only "in-verse" as that's literally how strong he is. If he was strong enough to blow up a planet, you'd accept that and use it crossverse, if he was strong enough to destroy a universe, you'd accept it and use it crossverse, now that the author tells you he is this strong, why take that away from the character? He isn't invincible because he always wins in his story, he is invincible because that's literally how powerful he is, as the author himself tells you

I understand that his exponential growth hike was only during the emotional upsurge.
But even then saitama has more to show than just what he was able to show against garou, we have seen garou push him lil but we haven't seen someone stronger than him push him

Exactly, it was always made clear that Saitama has incredible control of the amount of power he uses. And that "growth" graph was just showing the power Saitama was using compared to Garou's level. Plus with just one hand, even the glove on the hand he was holding Geno's core was unscratched.
Though, probably not even Saitama knows his true power as that was the only moment ever he was able to go that far safely. But he was really confident that Garou wasn't even close to him.

I feel like Saitama takes the cake here. Here’s something’s I want to point out. When saitama clashed with cosmic garou, blast and his friends redirected an held back the attack. Also it’s debatable that Saitama didn’t use his full powers because after they landed on Jupiter’s moon saitama stated “At least I can let loose”, meaning that Saitama didn’t us his full power when clashing with cosmic garou.
When cosmic garou copied saitama, he was using blasts gravity manipulation and made saitamas serous punches stronger. That means Saitama was adapting so quick that even with Garous copying abilities to make Saitama’s punches stronger, saitama was still out growing him that fast.
Finally when saitama sneezed Jupiter we really didn’t get to see saitamas full strength. When Saitama serous fart back to garou saitama defeated him with a normal punch. Then the reverse causality punch that defeated cosmic garou.
Forgot to mention Saitama was using one arm the entire fight.

When looking at it, even Newton's rules and other physical rules won't work on him.
Like when he and Garou started fighting, Garou was able to match Saitamas' strength and then destroyed even Galaxies. After that, both of them had their hands.

He could destroy and interact with hyperspace gates (which aren't subspace gates because Blast said in chapter 166 that he'd use them to transfer Garou to another dimension, meaning the portals offer interdimensional travel which is what hyperspace gates do), hear into God's mental-like dimension twice, travel from one timeline to another with sheer movement (which is a 5D feat according to String Theory), and make Genos' core completely insusceptible to time trying to merge it with its past counterpart. Murata even confirmed from ONE that Saitama deviated from the laws of his universe, which means he's above space and time, aka 5D. This last statement can be found in his twitter and was posted on May 7th, 2019

Now Sun Jin-Woo is capable of 1v3ing Monarchs who scale to The Rulers & the Sovereigns who are able to defeat the Absolute Being.
The same Absolute Being that’s responsible for creating all universes, dimensions, and even the World of Death, which is stated to be infinite in size.
As far as his speed goes, Sun Jin-Woo in both the LN & the Manhwa/Manga is capable of dodging light speed attacks pretty casually.

We see his stats go up by thousands of times meaning that he would be massively faster than light in speed (MFTL+).

1. Saiki is definitely planetary in AP. I assume you're talking about the volcano when you say he failed to stop planetary level events. The only ability at play was his "Apport" ability, which obviously does not correlate with physical strength.
As a ten year old, he was stated to being able to destroy the moon easily by just flying through it. And a 17 year old Saiki with limiters is just about equivalent to ten year old Saiki. Saiki without limiters is far, far stronger than with limiters. So yes, he is at least planetary.
2. Bang is not low planetary. He's country level at most. Tatsumaki, who is far stronger than he is, only just barely deflected a continental attack from Psychos Orochi.

I can never understand people who believe creative power is the same as destructive power. Quite literally 2 different concepts. We can't really based sung jin woo's strength and compare it to saitama based on how wide the area of destruction he can make. Remember, the battle between monarchs and rulers have already destroyed the earth seven times. So the rulers had to upgrade the earth by infusing mana into its entire structure to make it 100x sturdier than the normal earth. Everything in it, the trees and mountains are a lot durable.

At the end of the novel Jin Woos presence alone was enough to threaten the earth (given this is an earth without magical powers now) Jin woo also learned a ton of different stuff from his war, magic, witch craft from the demons, he also added titans to his army which is said to be on par with monarchs from another universe ( i dont remember this part correctly). recently been reading the Ragnarok novel andd boy is Jin Woo busted. In the original novel it was always stated that jin woo doesnt have control over true death that monarchs experience but in the ragnarok novel he went in there to save his son and turn Antares into a priest to make his son the next monarch of destruction. The last part was just a rant but yeah i think scaling jin woo to universal isnt really far fetched because of the fact that he has both the powers of the strongest ruler and one of the strongest monarchs (shadow monarch is a hybrid of sorts.
