15:30 - Monroe (any police officer, any rank) can't change laws, only uphold them; don't know what she expected him to do!?! {Monroe's Law} Who does have the authority to release them, if not Monroe!? They {dogs} would deserve a second chance, a person who committed an equally egregious act wouldn't ever be put down, and they're fully cognisant. There are no bad dogs, just bad owners!! Had a 10 1/2 stone Alsatian/Rottweiler cross and 6 1/2 stone pitbull, soft, saft and kid/kitten friendly; and actually behaved better than some police dogs that used to train at a facility behind my house. Family members, not guard dogs. TBF they didn't need to protect us, the sight of them was enough; gentle giants, but strangers weren't to know!! :D
