I feel one more reason of not getting your rank up could be that you are not participating in the correct division. What I have seen on CF is that mostly div 1 or 2 contest takes place and sometimes div 3 or 4. And CF allows anybody to participate in DIV 2. So when a beginner participate in such contests and end up not getting any problems solved, he loses confidence as well as rating.
I started practicing with a rating of 1000. After solving 60-70 problems, I increased the difficulty level. I made sure to solve at least 3 problems a day and never missed a single contest. I continued this streak for 281 days in a row.
I don't agree that newbie lack coding skills. I myself being a newbie knows how to implement logic ,the problem is we are unable to identify and find the logic of solution like unable to observe the pattern of question or dont get logic as newbie problem doesn,t required higher dsa
Can you please make one guide how to move from Specialist to Expert to CM ? After becoming specialist around 2 year back I left Cp , now I want to comeback but not sure how to restart as I meta is changing every year.

During our recent placement Drives, mostly SDE role job interview rounds were oriented on DSA and CSE fundamentals subjects. CP is enough for them to crack and two or three good projects related to any domain are enough to explain. You should go for CP further for SDE roles particularly.
so should i turn on the tags or apply tags in my rating range if i am a newbie, but in a recent video u told us to keep that off, which would be better for me? should i apply tags like greedy, brute force, etc and solve those problems first or solve problems randomly in +400 and -100 category. Please suggest.

"The simple practice of seeing the edge case and then debugging your code . " That Clearly explained why i suck at codeforces . I have a pretty cliche question so I am saying sorry in advance . If somebody is willing to put 3-4 hours ( grinding 3 problem daily on codeforces ) can he expect to become an expert in a year ( is that realistic expectation) 😢 .
right now my cf rating is 1100, and i want to achieve 1500 rating up to April-end or may.. so how much ques should i do daily, like along with the clg and dev projects..?

On an average many do. But yes... constructive logic is another problem. Maths proving and observation skills come in handy a lot.
