Is Cyberpunk 2077 Worth Your Time?

Cyberpunk 2077 has had a rather rocky start (to put it lightly). Bug, glitches, cut features, bad AI, clumsy driving, and broken promises, but underneath it all, is Cyberpunk 2077 still a good game? Or does it just suck?
