It's a danmakufu community meme/injoke. Basically, Helepolis released a video of one of his scritps on Nicovideo. But it used ZUN's artwork, and the Japanese community takes using nothing from his games very seriously. There was backlash, and one user said "STOP HELEPOLIS" and then it kinda became a meme/injoke from there, to the point it gets references in things like this, Helepolis' scripting tutorials, and so on.
