Kazan, St Petersburg and Moscow, because all of said above have modern transit, just like in eastern europe and they are more effective. You should do the differences on them between 1980s, 1990's, 2000s, 2010s and 2020s.
Also, they are like 2-3 times cheaper than european trams, while also being compatible with european standards. Lithuania has some new russian CityStar trams.

У нас отличная трамыйная система. Даже 60-ти летние Татры почти в идеальном состоянии. Ни одного подностью ржавого ведра
К тому же в Ижевске находится в линейной эксплуатации самый старый вагон модели Tatra T3SU

Those are not gas pipes, but probably hot water pipes for heating the prefab buildings.
yeah, I am not sure, but think that keeping gas pipes like this would be too dangerous

Well it is unknown where trams were made but “ELECTRIC” trams that were made by an engineer in Russia.
Some made in Russia some are purchased outside the country.
