Maybe shave, not pluck? Try dermaplaning. That's what I do for the peach fuzz on my entire face, and I also get a few long hairs on my Adam's Apple that I shave off as well.
I had tried shaving when I was going through the process of laser hair removal and I observed that they grew back more aggressively and multiplied in number. I’m not sure if it was the combination of the laser and shaving but ever since that happened, I’ve gone back to plucking and it seems to tame my hairs better.
The label does state that one of the properties used in making the product helps reduce redness and pimples, so it may be recommended for acne red spots as well. I would recommend probably trying it out with a sample first if you’re able to get one at your local drugstore or if not - you could take the plunge of faith. I hope it works out.
