I can see that all the latitude and longitude values are in degree decimal. But how can we convert if we have values in degree , minute and second?

You can easily convert....
Go any browser and search degree minutes to decimal.... there you can easily convert your data

You can use rasterize tools in raster Manu for conversion vector to raster conversion
