To be clear everyone- Dream isn't dead. Quackity is torturing Dream in prison- with the blessing of Sam- until Dream writes down what was in the revive book for him. We know this based off of the calendar at the end of the stream, in which quackity crosses out 'Visit Dream in Prison' on the sixteenth, and the rest of the days in the calendar say the same thing.

Quackity was probably the one who was supposed to be jailed. For the most part, Dream was on good terms with Technoblade, and Quackity was constantly searching for Techno, even attempting to execute him. Quackity also was the first to try running against Tommy and Wilbur, and made a deal with JSchlatt in order to be vice president. Quackity can be considered a threat because of his desire for power and his ability to gain allies and influence others. In the end though not the most powerful, Quackity is a danger to many people, remember when he killed JSchlatt? I feel like Technoblade would honestly be too risky for Dream to try to jail, and for the most part Dream's one of the smarter people on the server when it comes to planning.

I feel like even Sam is getting desperate as well at this point. He failed to save Tommy having no control over dream Sam can't seem to stop dream. Quackity knows as well as Sam that his prison just isn't enough to stop dream even inside the prison dream still feels like he has some control and power so Quackity is telling Sam the only way is to strip him completely of any kind of power or control is torturing him. Whether or not Quackity will share the information if he gets Dream to spill the beans I'm not entirely sure. He's known for wanting power but I still think he cares for some people on the server so may share the knowledge of what dream knows.
It truly terrifying to hear the previously most powerful person on the server, Dream, scream for help

If you watched the VOD, you would also see that he purposefully didn't sign ANY of the 3 waivers and also, he wants to revive a fucking tyrant. Yeah, I hope Dream DOESN'T tell him the knowledge of the book. I don't even want to imagine what would happen if Schlatt is back.
