I think its about the PPS which that initial power cut is the two devices communicating. I could be wrong just a hunch

It's normal power delivery, it sounds like, except for the negative flow back into the plug
Power delivery devices check with the device they're charging (two first usb C), called a handshake, to check the voltage to apply, once it knows it resets
PD should not be used with devices reliant on uninterrupted power
you can try to connect all your devices first, then power on the charger to get rid of the (power negotiation delay), eitherway this is very normal for all PPS enabled chargers and i can live with it by a little of prior planning
Restarting is totally normal. BUT: I think you are right about plug&play issue. I bought the one which is 100w 4ports. Returning it because it stops charging with no reason. I plugged my iPad, iPhone and Apple Watch last night. My watch wasn't charged in the morning. So I tested the charger with different combinations. It's a mess. I don't even remember which combinations work:D
Mine does just the same. Works OK if you use just 1 port, never use 2 or more.
The CD226 I guess? Mine does the same. Even with a single 65watt device connected, the device goes 'charging, stops, charging, stops, charging'. Connect just a single tablet, and you'll hear the 'charger connected' sound every 20 seconds or so. It's the start of my 'never ugreen again' discovery :(.

I have my Asus laptop connected and when I plug in my Note 20 Ultra it restarts. No real issue just weird.
I also own this and the restarting issue is pretty annoying!

Ugreen CD224 65-watt and Ugreen CD226 100-watt are not compatible with the Hoco Q17 140-watt power bank. They charge it with only 18 watts from any port to any port, very bad..
Non-issue, multiport devices nearly all work that way
This 100W Ugreen plug killed/ fried my Samsung note. Totally unsalvageable. Motherboard fried they said. If course it was my mustake to leave it charging overnight. But i hv used other chargers overnight. I am afraid to use this 100W again.
it's complete garbage. When you plugin 2 ipads it will charge them for 2 seconds and then powercut and restart. When I charge my macbook, I can only use 1 port. If you connect a second device, the laptop stops charging. Complete junk.
What nonsense are you on about, return it and get another. Never had such issues with mine, you probably have non compatible cables.
Well, non compatible cables. This would be strange that UGREEN USB-C cables don't want to work properly with UGREEN 100W Wall charger.

My in/out port 2 won't charge anything but the other port is fine, am I doing something wrong? Is there a reset on it?
