In San Francisco a number of years ago, they asked people to take pictures of new graffiti, especially the portion where the so-called artist signed it. They dispatched a spray unit and covered the graffiti with enough primer to destroy the artists work. It’s a deterrent for the artist if they spend many hours painting something like that only for it to be destroyed in moments.. Furthermore, if you sent the picture of graffiti that was fresh into a certain website, they kept that on file so when they caught the person who tags their artwork, they charge them with all of the other infractions they have pictures of. Don’t expect this to happen in Philadelphia because it’s probably the voting block that backs this administration. Friend recently told me that when you see railroad cars with graffiti on them, you can tell they’ve been to the West Coast.
