Not even as tourists neither to Israel nor to Palestine (they can not enter Palestine because Israel controls the borders and doesn't allow them in). I work as a tour guide in Jordan and I have worked with people who owned houses within the borders of current Israel that have never been allowed to even see them (expect through google maps these days).
