I have no interest in the Batman Universe (or whatever you want to call it), but loved the first Joker movie precisely because it was a stand alone film about a mentally ill man who finds his identity and validation through his own madness. I was always skeptical of a follow-up, but I'll give Folie a Deux a go. Phoenix is just so magnificent in the role - better than Ledger, in my opinion.
Gotham doesn't exist the real world, not a part of NY or near it or anything. DC has always used made-up names, like Gotham, Metropolis and Star City, that don't exist in our reality. Unlike Marvel, who always used real cities/states. It's a style choice, and it's fine. Just that yeah, if they're referencing NY instead of Gotham, that's not very DC.
