Avon is a good leader through and through..not only does he takes strinegr advice but in the mist of company he lets it be known that it was stringers idea instead of taking it himself.
There are so many signs of vulnerability on Omar's face during this scene. After he turns his back and says "You heard?" 1:04 and again when he's defenseless while picking up the bag of vials (more than he expected) 1:20 He relied on his name alone. "You do this thing on your name"

It was a win win situation. He gets free drugs, possibly gets Avon dropped as his main competiton. Other side he gets free drugs, Omar catches a bullet and he doesn't have to worry about having Omar one day rob his ass. No matter which way it worked it was a win for prop joe
