I hate the majority of modders in GTA Online. Most of the time they just try different things to make other people's lives miserable. Like crashing you back to desktop, doxxing you, repeatedly killing you over and over the list goes on basically. Modders in this game has a pretty bad reputation because of those reasons. However, I do adore and like some modders who are actually really nice and just want to make the gaming experience more fun for everyone. One time a modder teleported me to him and spawned in a mini Football stadium (soccer stadium) with a ball designed to be pushed around by large vehicles.
The rare chance you meet a modder who is really generally nice and keeps the flow of the game going can be really fun. Not all modders want you dead and that’s nice coming from a game full of toxicity (mostly).
The fact that people can upload videos using mod menus and rockstar just gives no fucks. I understand that in this video the modder wasnt doing anything harmful which is fine to me but ppl upload videos of themselves using menus to grief and harass players personally by putting personal info out there like really rockstar can you get your shit together
I agree, there are good modders and bad modders out there, this modder is a friendly one amd helps to kick bad modders( he is my friend and i have encountered countless times). I do hope Rockstar can deal with bad modders or greifers as well, but the possibility is quite small, as Rockstar don't know what players do in session, they just provide lobbies for players to play, most modders are reported by players, even though there are Rockstar admins out there, the effectiveness is quite questionable.

I can confirm from my experiences playing with modders in cayo that, you could technically "kill" el Rubio (he doesn't actually die just like in the vid) By shooting heli enough with a tank, like you did Or By using the tank's cannon knockback to force his heli to hit the ground, or water
U can actually blow el Rubio by using communication tower if you are lucky enough el Rubio will hit communication tower and his helicopter lagging and stuck and it will blow by it self I did it 2 times Try to distract his chopper by driving close to the communication tower
