The proposed regional capital is of course Bacolod since it is an HUC. That's an 8-hour land trip from Siquijor. Not to mention the language barrier and cultural differences.

Bacolod will host DA, DAR, DENR, DSWD, DOH, DND, DHSUD, PNP while Dumaguete will host DOF, DBM, NEDA, DTI, DEPED, DPWH, DOT, TESDA, CHED, COMELEC. If we are to look at how it is distributed, Negros Oriental is at an advantage here because all those agencies that support economic activities are with them.

In my opinion, Regional Center would be Bacolod followed by the 3 sattelite offices in Dumaguete, Kabankalan and Cadiz or Sagay
JV, did you consider the more than 100k residents of Siquijor? This is an isolated island as well and Cebu is nearest to the island.
