This is Fred Ardath in his 1920 Arrow Comedy HOMER JOINS THE FORCE (1920). The Museum of Modern Arts a print of this which I've screened. They also have Ardath in THE VILLAGE GROCER and WILD WOMEN AND TAME MEN also from 1920.
