WHIO West Liberty Report (Late 1980's - Early 1990's?)

When I was going through my VHS tapes I found this WHIO story about West Liberty from the late 1980's or early 1990's and thought others from WL may want to see it. I'm sorry the end of the report is missing. I had accidentally taped over it...a common mistake in the VCR era. :)
