They also share secrets with each other that they don't share with even their respective best friends Joey and Rachel. Remember when they were stranded in the middle of nowhere going to a ski trip? Joey needed the under-wire from a bra to open the car door. Chandler suggested Phoebe and Rachel take out Monica's bra. There were many moments like that.

My head canon is(Thanksgiving episode excluded) that Chandler has always been SUBCONSCIOUSLY in love with Monica. That’s why he was so desperate with trying to prove that he’d been a good boyfriend for Monica and why he offered to make a pact with her.

I don't know when the writers abandoned the original ideal because already since the first season, Monica and Chandler had this connection and they continued to have a special bond throughout seasons 2 to 4 until the London episodes. On the other hand Monica and Joey have few moments of closeness. Maybe the original idea went down the drain early on.
