TW are similar to Johnny Lightning when it comes to the axle sometimes being slightly lubed. If it doesn’t roll right out of the package I would wash it first and then I would use Sprayway SW945 Silicone spray as a first lube.

Gunk contact cleaner did the trick and got rid of that voodoo crap.
