No. It downgrades apps which are installed via appstore. For Fortnite you can just sideload it or install via trollstore. You may just search for that specific version you want to install.
how to install ipa in ios 12 without pc??
You have to use a PC or you can use sideloadly wireless feature which allows you can atleast do it without actually connecting the phone to the pc via cable.

No. Tested really hard at some point no. Actually Core trust wasn't a thing at all before iOS 14.
