Well look at the rest of the game, how big the map is, how detailed the world is itself... i mean if they were to add bigger cities... i think the game wouldn't be able to handle it. Reason why oblivion had bigger cities, was mainly because the game itself is so bland, no real detail in the landscape and shit.
