Pretty amazed that it takes a few minutes before the chiller trips on no flow . The ones I work on will trip almost instantly whilst running , or have a 60 second time delay on start ups , while the pump alone will run but not the compressors. This way they prevent the cooling from running without water flow .
If its in operation it will trip immediately on A201, if flow never stops after it goes unoccupied it will trip A202. A200 is when it never see's flow upon going occupied.
The overload is slow reacting device. Remember, if you are running slightly more current then it set to - it might take 20 minutes before it trips ( depending on OL code) I think that was a inductive spike from both transformer and contractor coil that blew the fuse on sudden power interruption.

Your electronics can shut off current so fast that it can interrupt proper tripping of a breaker...especially on an old breaker.
Didn't you just post a question about megging motors and state you never meg over the motors voltage? Is it a 1000 volt motor?
Never more than 2x motor voltage
