The potential list of targets is so huge that no country, even America, can possibly cover a fraction of those at risk. Any attempt to do so would lead to a social breakdown as those whose lives were disrupted "for nothing" unleashed their anger on the authorities. Meanwhile the friends, families and unrelated activists of victims of an actual atrocity at a place where no ADDITIONAL preventatives took place would unleash their anger on the authorities.
In other words, the authorities tend to do little or nothing and deal with the aftermath as best they can, which in many instances is... badly. Still to accuse the authorities of "doing nothing" beforehand is to totally misunderstand the nature and extent of the potential size of the threat. Life is risky as Londoners discovered in 1940. The answer, as they also discovered, was "Drink a nice cup of tea, and carry on".
