Yes, Taiwan was tossed around in the beginning, but once the Nationalism took it's grip, Taiwan was stable. And besides, it's not like Japan abused her, considering that she refers him over China. During the tossing of Taiwan, Japan and China added in very useful things, such as roads, cities, supplies, new fruits, and so on. Taiwan was slowly gaining power at this time.
