Is this satire? The suggestion that anyone could influence Putin is laughable.
He was not going to use full-fledged large nukes but tactical nukes. But India did influence by saying it would change the characteristics of the war to a world war or a nuclear war. And yes you can't influence anyone's decision if they really want to do it no matter it's putin or anyone else but you can influence if they are not sure about the decision and want a reason for not doing it. Then Modi's advice gives him enough leeway to not look weak in front of his party leader and people. After all power projection is paramount in a communist state.
