Don't want to be that person ... but I believe this video was for TV and may not have been totally live -- giving the band a chance to 'play around' a bit more. Their live show are great and do contain this humour.
Jethro Tull is the band name (Ian Anderson is the main man - singer, flautist, Acoustic guitar, writer etc). They formed in late 60's (1968 first LP) and there is still a version of the band touring now.
They have many great albums eg, Aqualung and Heavy Horses, each with a slightly different theme/style.
The band took it's name from the inventor of the seed drill.
Check out their official Aqualung. As a guitarist of just under 60 years playing I believe Martin Barre's lead break is THE lead break of lead breaks!
