Apps like paytm or phonepe don't ask for OTPs these days, instead, they send an SMS from your phone, and only when the SMS is successfully sent, the app will be activated. Generallly it's not possible to send SMS with normal recharge but in this case, to active the app, the person can buy a general roaming pack for 1 day and get those apps activated by the SMS verification method. It just asks for the verification may be once in 3-4 months so the person will be sorted for that time. I didn't face any issues getting OTPs as you mentioned but after the recent changes in the UPI apps, that's the way to use them right now. Keep a separate phone basic one using all upi and Indian bank apps. Configure them all in India. Don't use same phone for UK. The upi apps will stop working if you try to configure them in UK. The SMS feature where these apps send SMS from your India SIM will always fail. Receiving OTP is not a problem. If you swap the phone or reset it after travel it's not going to work. Also keep all these apps updated all time.

If you've come to the UK with any of your UPI services/banking apps services activated, then make sure to always open your app when you have your Indian sim in your phone. I once made the mistake of opening my ICICI mobile app with my UK sim in my phone and after that I was logged out of my app, since it is mandatory for the bank to have your bank registered sim in your phone when you are using the app. The same applies for UPI apps as well. In all the UPI apps that I have used, I found PhonePe to be the most effective, just make sure you have your Indian sim in your phone and only then open your app for using UPI services. With eSims coming into the picture, you don't have to worry much about this now.

Yes you will receive the OTP's as long as you have a mobile plan active in your phone. Eg-I have an airtel sim and I recharge with an unlimited plan of ₹155/- every month. And I receive all of the OTP's. This applies even with phones with a single SIM slot and 1 eSIM slot. You will get the OTP's as long as you have an active plan on your phone. You can get a plan with unlimited calling and SMS and the least amount of data (would cost you a max. of ₹150-₹160) and you are good to go.
Phonepe works like a charm. Gpay works but Gpay UPI doesn't work here cause google uses a different paymemt model here off adding cards in your google wallet and hsing them instead. Watch my comment to know how to make sure phonepe always works for you.

If you want to be economical prepaid recharge is always better and preferable in UK. You will receieve the OTP. And if you dont have any issue with money go for post paid international roaming then you can receieve and call back in India.
