I'm in Dubai and seeing a police member in person is very rare. Everything is monitored by cameras instead so nobody even dares to do something illegal anywhere, meaning the police doesn't even need to exsist.
To top it all off, you must have your emirates ID to live here, which requires you giving every little bit of information about yourself to the government, including fingerprints, handprints and pretty much every document you ever owned.
