It's been Attacked by a fungus, that is causing the DieBack Disease. It's because you have moved it to shade, where I guess the moisture must be a little bit higher. It's hard to save such a plant, You should immediately Cut of the black Branches, then move the plant in sun. Water Carefully & Hope for the Best. If the plant is in poor shape, get it into a pot and out of direct sun. Young shoots dying may be fertilizer deficiency and too much sun for the young plant. Often occurs with greenhouse plant just moved outside.
Cut off the died branches that are black inside, & leave the green part. Use a fungicide, in it's soil mix. Make sure of A sunny area on them. Don't water too much. Hopefully they will get better. But Neem tree is resistant of dieback disease, in facts it's leaves & other Parts are often used to CURE the die back disease. Make sure you are identifying the problem correctly. Happy Gardening 😊
I will try some of your suggestions. I have knockout roses and all of them have thin stems, barely any leaves and no flowers. They get full sun. I fertilized them but no changes. I hope your suggestions helps. Thanks for the video.

There are many neem trees in my hospital. All the trees are suffering from a disease called Diabak. What to do
all the trees have dried up

Actual cause is drying out at the cutting end of a branch. Very high humidity conditions also causes fungal rot dieback.
