No, you don't even need a keel mate, you only need a mast and a boat, use it on any boat with or without keel. Only remember to take enough sail away on time when it start blowing harder, as without keel you will capsize forward upside down if you leave it with to much wind, pushing your nose into the waves.
This is indeed a long existing configuration. Very popular in France in the 1980ies. The name for this double genoa on the furler was then 'booster'. I sailed with my centerbord boat with no keel but internal lead ballast twice transatlantic with this double genoa. Once singel handed. Very easy to stear with a windvane selfsteering. Very convenient and easy to manage and easier to sail fast at night without reducing sail area at night fall and without anxiety concerning unexpected squalls.
