One thing you forgot that probably should have been brought up is the handicap plate or plackerd vehicles don't need to buy a parking pass as they are exempt.

As I usually do when fees are devised,I have to ask: what services are being provided for this fee? This is a gov funded forest park, Where is this extra money going? When fees like this are applied usually it is not auditable such as gov funds, this usually doesn’t end well. Local politicians get drunk on the easy money and just need more and more over time.
I’m here in the Smokies now. I won’t return, as it’s just more evidence this has become a big Disney land. Stuck in lines all day, traffic, crazy price gouging, so much for a relaxing week in the mountains.
The budget for the national parks is woefully inadequate, so most of the time, the money goes toward maintaining the park/hiring more rangers to help keep things running beyond what is coming from the government budget.
The Smokies are crazy, which is why I put so much time and energy toward helping people plan their trips/provide an itinerary that will help them avoid the traffic and crowds. I'm sorry about your experience....unfortunately, that is many people's experience when they visit that park :(
My husband is a veteran and got the National Park Pass, does this cover the parking pass for the Smokies?
No, that one doesn't cover the parking pass -- you'll still need to purchase one. The exception to that is if you have a disability placard or license plate...that gets you in without needing a parking pass. Have fun!

No you will still need a parking pass
You don't need one to park at your campsite, but if you want to park anywhere else, you'll need one!
