Why they keep wanting to show people swimming in the 🗑️ harbor 🤢

Because it's a feel good story in a city that has a lot of problems. The problem with the harbor is it's only clean because it hasn't rained in a while. When it storms, theres huge runoff from the Jones Falls, a river the runs thru the city. as you can imagine, it brings a lot of trash. The trash is cleaned, but that problem can't be stopped.
