Not all school bands do, but it's very popular for college marching bands (especially southern) to just play at max volume and that combined with WAYYY too many brass vs woodwinds are when you get the kazoo sound.
I have to say, even tho this is so true^ xD, listening to it on UA-cam definitely doesn't give the audio justice. This would've definitely sounded WAYYY better in person.

There's something in marching band with many brasses sound... It gives you that unusual sunny hopefulness whether for the past, the present, or the future depending on what you think of at the moment - beautiful. The marching band version just radiates, like the Sun itself, those intimate feelings in very positive manner, with a certain hope that things will work out, whereas the original version is kind of secularly depressing, dark, "you are all alone and, probably, drunk in the apartment or in your car burying feelings & emotions" vibe. It definitely has that sweet & toxic view on relationships, which we all sin. Brasses, on the other hand, make you feel being present with your significant other where you embrace each other, having that ideal mutualness. Same notes - different worlds.
