Aperture and focul length of the lense and distance between the subject to the camera and distance between subject to the background plays the major role in making a blury background. ISO and Shutter speed is not a setting to achieve blury background. What I suggest is , to keep the Camera in Aperture priority mode and shoot , so that camera decides what should be the shutter speed and ISO . ISO , and shutter speed does nothing here as you said . 👎🏻

Kuchh thumb rules bhi bata diya kijiye jisko jaanne se jald settings kiya jaa sake, galtiyo ke chance kam ho. For example, camera shake ko kam karne ke liye Shutter speed=1/focal length etc.
