I don't see the point of singling out Sharath in this case. There were (are and will be) many great cricketers who didn't get to play for India. Also, Sharath was not Dravid's "fellow mate from TN". Dravid played for Karnataka.

In 1999 he was a completely changed player with him being a man of the series in the World Cup followed by some outstanding underrated cameos in the early 2000s till his peak in the 2003 World Cup.
