Cyclic rate, if I am correct, refers to how fast it fires the rounds in succession. Since it's a burst fire weapon, it basically means the 3 rounds come out really fast, making them more likely to all hit the target.
A high cyclical rate allows the bolt carrier group of the weapon to fire a round and then reset quickly. It equates to being able to pull the trigger really fast and make the gun go bang every time in quick succession. This is obviously a kindergarten version of what it means but hopefully it helps you understand. I did 4 years as an Infantryman so I’m quite familiar with weapon system cyclic rates.

I really miss the contract system in WWII you didn't need any COD points to buy anything everything was able to be purchased from the points you earn by completing contracts...... and not to mention the best supply drop system I have ever seen I have never gotten so many new guns so fast in a Call of Duty in my life
