Who installed that air handler with the service side facing away from the access hole and towards a block wall? I couldn’t tell how much room was in front of it from the video but it looks like you wouldn’t even be able to get the blower or the coil out of the unit. That’s an absolute nightmare for serviceability and some hack work.
Maybe the installers were too stupid to flip the coil so their solution was to set the unit with very little access for service. I hate the fact that hacks like that are allowed to install systems. Might sound harsh but I deal with these things on a daily basis and with a little common sense, it’s totally preventable.
Sometimes customers call and want something extra like this because they seen it online. I’ve actually tried to talk people out of add ons that are not beneficial for the price but they want it anyways. He did exactly what the instructions call for, and he did a clean job. Also it’s on the supply side and the air has been filtered, so enough dust getting through and sitting on the bulb to cause a fire isn’t likely at all.

Surprised you would install something proven to be ineffective in that application.
I agree. The air doesn’t sit there long enough to clean anything. I like putting a UV bulb in the A coil or inside a uv reared filter cabinet.
Also a fire hazard. It will collect alot of dust being flat like that. I wouldn't trust it. I doubt insurance will cover that
